Equipping decision-makers for climate action that promotes health and equity

Summary of the presentation

In this webinar, the Institut national de santé publique will present its collection of policy notes for supporting decision-makers in taking climate action. Based on a needs analysis conducted with 19 ministries and organizations, each note addresses a key theme in climate action by documenting the health and equity issues, then identifying potential intersectoral solutions.
The webinar will detail the usefulness of policy notes and the participatory process for their creation. The first three notes will be presented, which address equity in climate action, land use planning, and biodiversity. The upcoming topics will be explored, as well as ways to make use of these resources.

Marie-Hélène Senay has been working on public policy and social inequalities in health since 2020. She has conducted health impact assessments on several government projects and has been responsible for supporting the Coordination and Support Office for Government Health Prevention Policy at the Ministry of Health and Social Services. She recently contributed to the development of the 2025-2035 National Public Health Program. Over the years, she has supported the work of various teams, focusing in particular on the housing and employment conditions of temporary foreign workers, green gentrification, sustainable food, etc. She is the lead author of the document Pour une transition juste : tenir compte des inégalités sociales de santé dans l’action climatique (For a just transition: taking social inequalities in health into account in climate action).

David Demers-Bouffard has been working at the Institut national de santé publique du Québec (INSPQ) since 2018 on climate change, land use planning, and public policy. He specializes in decision-making tools, such as health impact assessments. He has conducted literature reviews on the health effects of climate risks, their distribution in the population, and solutions to address them. He has also studied the barriers and drivers of climate action. David was project manager for VRAC-PARC from 2019 to 2023, where he supported regional public health departments in conducting their climate risk assessments and adaptation plans. He now works at the intersection of science and policy on various topics addressed by the INSPQ, such as digital transformation, emergency preparedness, and the fight against climate change.
