International Network of Boundary Organizations on Adaptation
Learn about the various initiatives INBOA carries out in collaboration with its members and partners.
Through activities hosted by our members, including webinars, workshops and networking events, members have opportunities to share knowledge, methods, technologies and approaches that support adaptation and foster collaboration among a variety of stakeholders.
For example:
- The Stockholm Environment Institute (SEI) co-hosted webinar on Enhancing Policy Engagement to Accelerate Climate Change Adaptation
- GERICS co-hosted webinar on Climate services explained—benefits, challenges, and solutions
Through conferences, joint working papers, editorial pieces, high-profile presentations and other initiatives, network members collectively raise awareness on shared concerns, such as the role of boundary organizations and the urgency of evidence-based adaptation decision-making.
For example
- Network of Boundary Organizations on Adaptation Showcase Event at the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC)
- Session on "Organizations bridging climate change science and the needs of cities join forces to amplify their impact to increase adaptation globally" at the 2024 Innovate4Cities (I4C24) conference.
The network organizes training workshops, mentoring opportunities and staff exchanges that strengthen participants’ capacity to connect climate change science with adaptation decision-making.
For example:
- Workshop entitled “Co-Developing Competencies for Boundary Work and Knowledge Brokering to Accelerate Adaptation Action” at Adaptation Futures 2025
- Workshop entitled “Time to move adaptation from a project-based to a boundary organizations-based approach?” at SB60
INBOA contributes to advancing knowledge on boundary organizations and boundaries work in climate adaptation through research projects and related activities.
For example:
- Commissioned a working paper exploring the evolution of the boundary organization concept in environmental governance, as well as the enabling factors and constraints affecting the role of such organizations in supporting adaptation action.
Webinar : Measuring progress in climate adaptation

The webinar aims to give some practical approaches to measuring adaptation, from boundary organization and policymaker’s perspectives. By showcasing these experiences, the webinar will highlight how different actors in different contexts conceptualize and assess adaptation progress, which methodologies are prioritized and why. The webinar will also examine the role boundary organizations can have in informing and strengthening national-level tracking and reporting processes, ultimately linking back to multilateral processes like the Global Goal on Adaptation (GGA).

This second INBOA online workshop led by the Stockholm Environment Institute (SEI) aimed to better equip and enable ‘boundary organizations’ (those working in the interface between science and policy) to inform, influence and engage with international climate policy – particularly on adaptation.

This first INBOA workshop focused on the boundary organization model and its potential to support more adaptation globally.
An interactive and hybrid format was used to discuss questions such as:
What can boundary organizations learn from each other?
Can the boundary organization model be used to change the financing approach for adaptation?
Can the network help meet adaptation needs globally?

The group of international organizations involved in the development of the network began to stabilize. An opportunity to continue the discussions on the network’s structure arose when several of them participated in the COP.
World Climate Research Programme (WCRP) Open Science Conference

Up to this point, boundary organizations involved in the discussions about the network of networks had been mostly those focussing on the adaptation side of things.
The conference organized by the World Meteorological Organization was an opportunity to get some feedback from organizations focussing on the climate sciences and climate services
Adaptation Futures 2023

Several organizations that can be considered boundary organizations or are interested in boundary work attended Adaptation Futures.
Ouranos and a small organizing committee including members from CSE, Futures-Act, UKZN, 4C Maroc, ICCCAD and UCCRN, with support from Copticom and Montreal International, took the opportunity to organize a co-production session to help design the network.
